Mindray, international medical manufacturer, is growing and currently looking for a GR Manager.

GR Manager will be responsible for development and execution of a Policy & Government Affairs strategy to ensure favourable regulatory and business environment for company’s business development in Russia.

Main responsibilities

 ·       Liaise with the Ministries, regulators and other Russian public authorities in order to

(i)             obtain the data/policy for Company Russia strategy input, like the impact on the the healthcare budget information from federal and states level  

(ii)            ability to make suggestion, analyse the budget breakdown related to the medical device industry and monitor the budget allocation process to hospitals, such as the source, flow and use of funds for new hospitals, preventive medicine, ICU and other key disciplines.

(iii)           Analyze the localization policy and make suggestions to the management etc

(iv)           organize official meetings

·        ·       Build relations with key external parties (e.g. think-tanks, industry institutions, government representatives, local authorities, other institutions, etc.)

·        ·       Lead Company participation in major related political and economic forums and symposiums. Research, data gathering for briefings, preparation of speeches, slides for to be used in the discussions with the Russian authorities and regulators

·      ·         Understand and feedback to relevant Business Units all aspects of the government customer; its organization, strategy, culture and decision-making processes, as well as the procurement and commercial activity

·       ·       To provide strategic advice and counsel on all business issues and opportunities as they affect the company’s relationship with the Russian State and associated bodies

·        ·       Develop and execute government affairs initiatives to shape environment for Company products launches and growth in the Public market

·        ·       Support strategic engagement activities defined by the Management Team; identifying the right private-public partnerships and business development opportunities through engagement with both federal & regional governments and key internal stakeholders; contribute to building value proposition to achieve drug reimbursement of company’s portfolio

Requirements

Skills:

·       Seamless collaboration across the organization in a cross functional team (very strong team-worker)

·       Proven track record in Russian Government Relations and Strategic Communications

·       Be knowledgeable on the functioning of the Russian Government institutions and stakeholders

·       Be able to understand a large variety of complex issues and have strong communication skills to convey a corporate position. Be persuasive in discussion and debates and able to support position with hard data

·       Have analytical skills to anticipate, identify and help analyze the effects of policies and proposals

·       Proven track record of translating Government Relations Activity into tangible business action & impact and the ability to translate strategy & activities into business value add metrics

·       Proven relationship management experience with Federal and Regional Authorities, with a detailed knowledge of Russia’s political environment, culture and practices

·       Excellent communication skills (verbal and written)

·       Independent and pro-active self-starter who operates with a strong sense of ownership for projects and results

Experience:

5+ years working in Pharmaceutical or Medical devices industry preferable or consulting agency or in a multinational company

Knowledge:

Preferable - University degree in Pharmaceutical, Science, Legal, Marketing or Business Administration

Excellent command of the English & Russian, both orally & written
